I'm supposed to be a Japanese. I have Japanese passport. However I encounter great value and culture difference in Tokyo. Japanese people are perceived as passive generally. Because they don't speak up. Typically they go silent though might with a rigid face. without words. and some flee after a while.
My discovery behind this tendency is sincerity. maybe. not all are but in general. they shut up because they hate to speak up and upset the other. as speaking up means fighting against, causing friction. Japanese do their best to avoid friction. so whatever they might feel inside, they all will appear to you the same.
majority go silent because they don't want to quarrel and upset you. to hurt you even if you might be hurting them further by confrontation.
this is something difficult to understand outside japan. and often, if not entirely, misunderstood.
People are very conscious to others around them. they worry if they are causing troubles to others including strangers anywhere they go. you can also call it polite. but they mean it.
